Dr. Fenner served as an administrative officer at US embassies worldwide during his 20 year 军队 career. Permanent postings overseas include Hanoi, Vietnam; Riyadh, 沙特阿拉伯, 布加勒斯特, Romania; and London, UK. Dr. Fenner has two daughters (both adults) which he and his wife adopted from Romania while he served there. He has two dogs and resides in northern New York.
